On April 12, 1999, the Cities of Coachella and Indio entered into a Joint Exercise of Powers Agreement creating the Coachella/Indio Waste Transfer Station Authority.

The Commission is made up of members of Council from both cities. Meetings are held on an as-needed basis at the Coachella City Hall Council Chamber located at 1515 Sixth Street, Coachella. Meeting location alters every five years between the two cities.
